SQLite 3 support?

There seems to be some support for SQLite 3 in std. lib. etc when 
looking at the stable docs:

But this isn't visible when looking at stable (ddox).

Is this the best SQLite 3 library to use or is a third-party 
library best?
For example https://github.com/biozic/d2sqlite3
