A. When the power grid goes down.

A. The pumps that keep the basements from flooding.

Q. When is the power grid most likely to fail?
A. When there's a storm that's likely to flood the basements.

Ya gotta just cry at the logic.

The basement of my house is designed so gravity will drain water out of it rather than requiring a sump pump. A sump pump was cheaper than the trenching required for a gravity drain, but losing everything in the basement would be far more expensive than trenching.
