master missing 2.064 branch commit

I just noticed that master's ini/windows/bin/sc.ini is still the 
old version.

master:

2.064:
https://github.com/D-Programming-Language/dmd/blob/2.064/ini/windows/bin/sc.ini

Was the 2.064 branch never merged back into master after release?
