I found the problem. If you do:
make DMD=dmd.exe
the makefile will fail. If you however do:
make DMD=../dmd.exe
or
make DMD=/absolute/path/to/dmd.exe
it will work.
The makefile seems to be failing if the DMD variable isn't a path.
