bingo. The code comes from all kinds of palaces and IIRC Walter
doesn't want to track down the authors of every little bit of code.
Maybe what can be done is to split the test suite. The free portion,
which would be released, would consist of:
- tests written by Walter himself
- tests derived from those posted on Bugzilla
- any other tests that their contributors declared to be PD
- anything that's too small to be copyrightable
The other portion, consisting of everything that doesn't fit in these
categories, would remain internal.

I might be the case that Walter doesn't have the records needed to split
it like that, that is he may not even know where most of the test cases came
from.
