There is rulesPlayer: http://www.dsource.org/projects/rulesplayer it
uses MPlayer so I guess it has to have bindings to it but I don't know
what you can do with MPlayer.
He's probably better off using ffmpeg directly. Or DirectShow. Maybe
there are even bindings for those on dsource.
