The actual brew itself seems to install phobos, have you tried
uninstalling/reinstalling or updating your homebrew

Maybe then, dmd.conf is wrong. In any case, dmd seems unable to
find phobos.
Yes I tried to uninstall and reinstall. The problem remains.
