I think that is unnecessarily limiting. I do see your point about
distribution, but using C libraries is a common thing with solutions
(packaging the DLLs with you, instructing users to install it, using
system package managers, etc.) and their availability is one of D's
strengths.
As I've already said, out of the box experience should not rely on 3rd
party.
But nobody is stopping you for using an implementation that does use it ;)
