If the filename does not contain install or setup there is no elevation at all, so nothing is circumvented. As Kagamin noted this is to keep legacy installers working in a way that your average non-poweruser can use.

If you wish to use these words in your filename without elevating, just add a manifest, which you should do anyways ^^
