You're hard pressed to consider even XMPP as a replacement for IRC.
Its a highly mature technology with clear solutions for all necessary usage patterns. Not to mention there are clients on pretty every platform imaginable.

So no, Telegram has 0 advantages over IRC. It only has cons.
Don't expect anybody to consider it seriously and yes there are some of us on e.g. gitter and Discord its just not used in any real form.
