That is a moot point. For me SCons is the tool of choice when I am not
using Meson.

Python being hard to install on Windows has been over since Python 3.4.
A lot of effort went into making Python installation really easy.
Python 3.6 should provide no problems. I am not sure Chocolately does
as good a job is using the official installer. But as a Linux user I
have no personal evidence.
