Is the forum.dlang.org broken ?

Hello,

I tried to post a thread on forum.dlang.org  "study" and I got  
SMTP error: Socket error: recv() error: Connection refused.   Or 
other errors.

I have subscribed to the mailing list so I don't know what to do.
