That's because you have Javascript disabled.
Ok, that at least explains it. However:
If that translate tool only works with JS on, then the "Translate this
page:" text should only be inserted into the page via JS, not baked into the
raw HTML.
Very true. A small <script>document.write("<p>Translate this
page:</p>")</script> should do the trick.
