Those will only be temporary changes btw. You can use setx to permanently add environment variables: http://ss64.com/nt/setx.html
Or copy dfl.lib to dmd\windows\lib\, or simply copy dfl.lib locally, and put the DFL sources someplace close so you can use -I.\some\dir\to\dflsources\
