No, not when you have a single meta file containing all the dependencies
of all packages.
I understand. I believe there is value in avoiding meta files.

This meta file lives on in the repository and is an implementation
detail that the user never needs to know about. If this meta file can be
created without meta files for individual packages I don't know.
