David, Sounds like most of the APRS message foremat might fill your requirements. I think that some stations ( I may be wrong) are sending some form of radar information over the APRS system with UI View?. If you leave off the video inages, then APRS foremat seems to provide all the other requirements, time stamp, location, call signs etc.
