Because it is already mandated for everyone in
every mode and has been for decades -- your
continued possession of a FCC-granted license
depends on it.

Only automated stations are currently technologically
incompetent to accomplish this dual-end non-QRM task.

e.g. KD4E listens and hears nothing.  He then checks
the frequency via SSB calling "QRZ the frequency?", then
listens, then calls "QRZ the frequency?" again.

Hearing nothing he then calls W0JAB.

If W0JAB is listening then he has heard if anyone
replied that the freq was in use but KD4E did not
hear that station.

If so W0JAB so informs KD4E and they QSY prior to
continuing any QSO.

This has been the Ham tradition so long as I know.
At least since the 60's and I'd guess long before
that!
