Pactor 3 has disadvantages, not the least being that it will make a connection in 500 Hz, which may be clear, but then abruptly expands to 2.5 kHz regardless of whether adjacent frequencies are occupied or not. And worse, it does this when signals are good. Normally, hams are supposed to use the minimum power and bandwidth when signals are good. Pactor's reaction is equivalent to saying only use your KW amplifier when SSB signals are 20 over S9.
With the "quicker clearing" that you propose, why do 3 kHz modes need more than one frequency per band? Let everyone wanting to use one of these modes use one designated frequency sequentially, thereby maximizing spectrum efficiency. From your comment, it appears you have no problem camping on a frequency waiting for it to clear. Is this correct? Will most hams agree with you? Don't get me wrong here, by the way. I am not sure 500 kHz should be the correct maximum bandwidth. I don't know how the FCC reconciles existing restrictions which, by my calculations allow a bandwidth of somewhere between one to one and a half kiloHertz, with the new 500 Hz restriction. However, with the move to severely compress the 'RTTY, data' subbands, very wide modes will be very unwelcome without moving to a "sequential use" type of operation, thereby limiting the amount of spectrum used.
