1. Yes, it is possible. In fact, at home, we have only one PC, with 
Linux for me, and Windows XP for mi wife.

2. It is not necessary to start in Windows. You'll have a boot loader, 
that will allow you to select which OS boot.

3. Rebooting. Anyway, there are Virtual Machines (VMware, for instance) 
that allow you to boot in Windows, and from there, boot your Linux box 
on top of Windows. You'll have both OS running simultaneously. You can 
even enable a local network between both OS, or use NAT to go out to 
Internet. Warning: VMware is not free software. You can use Qemu, but it 
is not easy compared to VMware.

Ubuntu or  Debian have a lot of ham programs in their repositories. Just 
install it, and then using Synaptic or Adept, download all the software 
you need. Anyway, there is AFUKnoppix, specially designed for Hams. 
Maybe you should give a try with it. Is LiveCD, not enough to harm your 
hard disk :-)

Just tell me what distro you will use, and if I know, I'll help you with 
details (I've tested many). Most of them is just a matter of download 
the isos, burn it, and insert the CD. Then, just read, and answer the 
cuestions. Is not very difficult, believe me. Anyway, you can find in 
Internet tutorials describing every step of the installation process of 
almost any distro. Maybe you should read about the way that partitions 
are named in UNIX/Linux. Just for not formatting the wrong drive ;-)
