Partly its because you dont have anywhere near as many hams in the population 
as we do.  I have lived "there" and know of the problem with inteference 
between cw and ssb ops, whether anyone there wants to admit to them or not.
If we didnt have set rules, it would be even worse, being a more "free 
thinking" (read idiotic) society who are willing to push the rules.

    What I am saying is that the ham bands should be the same world wide. 
Everyone is not going to like it but then you can't please any 10 people on 
anything.
