[digitalradio] 3583 USB: QRV DominoEX FEC

I will be on 3583 USB (up from 3581  to avoid W1AW CW) tonight 13/12/06 
UTC from 0000 to around 0300 UTC.  I will use DominoEX FEC  11 baud, 
FEC 'ON".  I will periodically send a CQ, probably at every 15 minutes .
