W1AW has come up on top of me a number of times
while I was engaged in a QSO.

No QRL...  no nothing.

Maybe I should just publicly post my operating schedule
and just come up on top of whomever is there when the
scheduled time arrives.

Hey, I'll post my schedule a month in advance, so, you
guys had better check so you'll know when to be off
of my "scheduled" frequencies.

That's exactly what W1AW does.

I see no provisions in Part 97 that makes their transmissions
special.

There was a time when their transmissions were special.

Now they just take up three hours of air/space repeating
the same thing printed in QST and published on their web
site.
