Windows ME is by far the worst version of Windows Microsoft ever 
released, but I don't recall it keeping the RTS and DTR lines high 
when not running a sound card application. Are you certain your sound 
card application is de-asserting RTS and DTR when it terminates? 
Might some other application that controls the serial port still be 
running?
