No, it just transfers "focus" to the window over which the cursor is
placed, specifically without having to click it to bring it to the
foreground.  When a window has focus, it receives input from the
keyboard.

This is quite an old tweak, and I tried to use it for several months.
Unfortunately, I gave up as there were lots of programs that had
implicit expectations about how Windows operates and assumed that if
they had focus they were in the foreground.  After lots of problems, I
went back to the Windows default.
