I am not so sure about that.  When the WARC bands were approved, it was an
IARL or ITU decision that they would not be used for contests, in order to
allow the maximum numbers to enjoy the bands.  By the way, why are we still
calling them the WARC bands, its been a long time now, and there have been
many international conferences since then?
