7MHz is one of the best bands now for DXing. 
It makes sense to use the internationally-available band at
7025-7040kHz for digital texting worldwide. One must deal with the
common denominator of available spectrum, if there is to be
international communication. This is the ONLY slice of the 40m band
that is universally available in every country to digital texting.

Here in Asia/Pacific, the 40m band is dominated by thousands of JA
stations. There is no way you will ever work me here in China on
digital texting unless you do so in the 7025-7030kHz band. I'm on the
air... but I simply cannot hear you, I cannot see you on the
waterfall, above 7040kHz. There is a JA SSB station every 1.5kHz. At
7070+ kHz, the big guns are all working DX. As I said before, that
will not change for at least 5 or 6 years here. 

USA's domestic CW can use 7000-7025kHz and 7040-7125kHz. 100kHz of
spectrum is plenty of space for CW in USA.
