The assertion has been made multiple times by Hams who own the required proprietary hardware and software that maritime and other ops are using the functional- encryption of a proprietary mode to misuse Ham bands for non-Ham purposes.
Illegal and/or improper uses cited include: Business, maritime communications, and Internet access. 99.9% of Hams are unable to self-police this activity, even though the FCC mandates that we do so, because to do so would require us to spend tons of money involuntarily for proprietary hardware and software we do not want and would not otherwise use.
