The clocks don't change, in fact the clocks don't really read UTC their readout is something else...but the data signal they transmit on low frequency that the "atomic clocks" received is intrepreted by the clock to display the local time.
My Network Clock reads 01:25 UTC but my display shows 10:25 because I have set it to display/change to DST on Mar 11 at 02:00 local time.
