We are discussing what the HFLINK group's recommendation 
comments to ARRL should be, for "development of an open-source
(non-proprietary) data communications protocol suitable
for use by radio amateurs over high-frequency (HF) fading paths".

How do OFDM, PSK, MFSK, and other modes fit?
Is it necessary to re-invent the HF data wheel?

new stuff, and combine these into an a working protocol? 
What are the different levels of protocol needed?
How can existing International, MIL, FED, or STANAG standards
