As long as you or another station is spotting someone outside your own
country, that is DX, and I see no way that anyone should be upset about it.
Individuals may indeed not want to be spotted, and that is entirely
different. In a normal QSO I most always ask the other station, at the end
of the QSO if it is OK to spot him. I have never been told NO by anyone.
