I cannot be certain what your problem is but please make sure you are using 10.148 as center frequency, that could mean 10.147 and usb on the dial and 1000 Hz cursor/offset in fldigi. That way the psk will land on 10.148 and most servers use sharp filters so frequency setting is very important.
