[digitalradio] QRV 14080 ROS 1 and 16

My station is listening for ROS signals on 14080 USB (dial).  I am
interested in how ROS does across the Atlantic around 10-1300 UTC when
20M is usually marginal.  Hopefully I will receive some European or
African signals.
