Dear Associates Urgent Requirement for a Business Analyst with Public Sectior Experience
Location : Boston Duration : 3 months I'm looking for a solid Business Analyst with experience workin in the public sector - human services, childrens services, etc, social work, etc. Must have previous State experience in one of those fields. *Description * Our client has built a client/server system called which uses Oracle Developer 2000 on the front end and Oracle 9i RDBMS on the back end. Implemented in 1998, the system serves as the enterprise system for our client and as such, provides functionality for over 3,500 users across the spectrum of child welfare services and activities. The client is beginning the development of i-FamilyNet, a web system to replace FamilyNet. i-FamilyNet is envisioned to be a set of services based on SOA principles and will support the entire child welfare business process. The client seeks one Business Analyst to support development of the integrated casework practice functions which are planned to be released as part of Release 1.0 of i-FamilyNet . Release 1.0 will be the first of 5 scheduled releases. Duties Specific duties include the following: •Learn the business processes within the scope of Release 1.0. Understand and document the actors, the desired outcomes of the business process(s), and the specific business requirements. •Write use cases, business rules, and other artifacts such as swim lane diagrams and activity flow diagrams to effectively articulate and represent business processes, desired outcomes, and requirements •Recognize that the Business Analyst has two primary audiences (business owner and development team) and customize artifacts as appropriate to maximize understanding and throughput •Update all artifacts as requirements evolve or change •Work closely with development team to ensure that requirements are implemented appropriately - also to ensure that coding changes are fully understood so Subject Matter Experts can perform effective positive and negative testing •Specify the security requirements and definitions for all actors and system objects •Design, test, and analyze data to support the identification and articulation of business requirements and to assess the impact of a software release in terms of number of users and business components affected •Conduct Test system changes and enhancements •Assist in the Change Management function, including working with other team members such as the Subject Matter Expert(s), build coordinator, database administrator, etc. •Troubleshoot issues identified through User Acceptance Testing (UAT), including performing an initial assessment of the problem, identifying causes and possible solutions, and triaging the problem appropriately (i.e. determining if it’s a system problem, user misunderstanding, procedural clarification, or a system enhancement) •Identify and specify data conversion activities necessary to support a software release. Develop an approach and schedule for conversion activities – and support the testing of data conversion prior to a software release •Provide updates to DCF program manager on a daily/weekly basis *Skills* •Knowledge of business process analysis and/or re-engineering using various methodologies such as RUP and agile methodologies •Strong analytical, problem-solving, and mathematical skills •Ability to translate complex business needs into use case models •Ability to identify and articulate details required for a high-quality software product •Strong commitment to customer service and attention to customer needs, including: oanticipating business needs and proactively pursuing their discussion and resolution oquickly following up and following through on outstanding items ocommunicating progress on outstanding items •Ability to give oral and written instructions in a precise, understandable manner •Proven ability to juggle multiple tasks with various deadlines/timeframes and work effectively and efficiently •Ability to manage focus groups •Ability to present project progress both orally and in writing to business and technical project stakeholders Experience •Three or more years of experience as a Business Analyst on human services technology projects •Experience in child welfare a plus •Experience with client/server systems and web-based systems •Experience with use cases and other principles, methods, and techniques of the Rational Unified Process (RUP) Education •At a minimum, a Bachelor’s degree with a major in the field of computer science, information science, human services, social work, public administration, or public policy Please send resumes with contact details, rates and present location.
