*Technical Skills & Knowledge:** *

The(ICN) Iowa Communications Network as with most all communications
networks is in a state of evolution, migrating to an Ethernet and IP core
and away from TDM and ATM technologies.  There are tools in place for
monitoring performance.  The primary function of the network management
engineer will be to administer the *HP OpenView Operations (OVO) Fault
Management Platform*, and will maintain the application and related
database, maintain configuration downloads and backups, perform patching and
upgrades as needed on both management server and agents, monitor error logs
on both management server and nodes, develop a test and development
environment, modify existing templates as needed; create new templates, and
identify and integrate new/other tools and applications as needed.  The
network management engineer will maintain and track license compliance,
create and maintain user logins, and open and track support issues.

*The network management engineer will operate within the Data Operations
Group and have similar responsibilities for operation and maintenance of the
ICN, but have an emphasis on the OVO functions for alarm monitoring and
reporting.  The network management engineer will be responsible for
operating systems including UNIX, SOLARIS and Windows.  Current HP suites of
OpenView products used are NNM, OVO, TeMIP, SIP, and Service Desk. *



The network management engineer will design and implement required changes
to the IP Fault Management Network based on monitoring capability and
capacity, review and recommend new related products where cost effective.
Serve on teams where technical RFPs are developed and evaluated and makes
recommendations accordingly.  The network management engineer will take a
lead role in planning, justification, and implementation of new strategies.



*Required Skills*



   - Candidate shall have knowledge of and be able to use standard *MS
   Office applications, SQL database applications, understand Visio and Cad
   drawings, and be familiar with Perlscript, HTML, Unix shell script, and
   network management software.*
   - Candidate shall have knowledge of various LAN and WAN protocols used in
   network design such *as Ethernet, Sonet, Frame Relay/ATM, MPLS, and
   ATM/Frame interworking, Ethernet/ATM interworking.*
   - Candidate shall be able to coordinate projects; (not a highly trained
   professional project manager but one who understands and applies project
   tasks coordination and support).
   - Candidate shall have a *working knowledge of Sun Solaris and Lucent
   Naviscore network management platform.*
   - Candidate shall have a *working knowledge of IP/TCP, SNMP, TL-1, and
   DNS.*
   - Candidate shall have knowledge of *telecommunication services*.
   - Candidate shall have knowledge of path and trunking redundancy and
   network management redundancy.
   - Candidate shall have knowledge of routing principles, *IP addressing
   and IP subnetting, and multicast*
