Health Insurance Exp. Preferred 

 

 

Position: Data Analyst

Duration: 6 months

Location: Portland, OR

 

 

Position Description: Consultants will work on the CP-SS Individual Product, 
CP-SS CDHP FullFlex, eRecruit and FBPS projects as part of the BCBSA mandates.

 

 

Duties will include:

Lead the completion of defined deliverables for Project Scope Definition, High 
Level Requirements and Business Use Cases

 

All deliverables will conform to defined standards, contribute to the project's 
success, and are effectively used by others in the organization. 

 

Facilitating and planning meetings:

Ability to facilitate Project Scope definition and author a Scope document 

Ability to author Requirements Management Plan; Define and plan requirements 
approach including accurate work estimates for all analysts assigned to project

Lead requirements elicitation workshops groups of at 10 or more people.

Posses Interpersonal skills, to help negotiate priorities and to resolve 
conflicts among project stakeholders (such as customers, product management, 
and engineering). 

Creation of Business Use cases, context diagrams 

Responsible for acquiring signoff sheets

 

 

Mandatory Skills:

  1.. Strong analytical, written, listening, and oral communication skills, 
graphical and written process modeling. 
  2.. Analytical skills to critically evaluate the information gathered from 
multiple sources, reconcile conflicts, decompose high-level information into 
details, abstract up from low-level information to a more general 
understanding, distinguish presented user requests from the underlying true 
needs, and distinguish solution ideas from requirements. 
  3.. Interviewing skills. 
  4.. Creation of "future state" business processes 
  5.. Ability to synthesize large amounts of data and present cogent, 
stakeholder-friendly results.  
 

Nice-To-Have Skills: 

  1.. Systems analysis 
  2.. Requirements software packages (ReqPro)
 

 

Mandatory Experience: 

  1.. Experience as a manager leading others including effective planning, 
prioritizing, work definition, delegation, and monitoring of deliverables 
quality, and employee development, plus Enterprise business models and 
processes experience 
  2.. Use case concepts and creation 
  3.. Graphical and written process modeling 
  4.. Gap analysis 
  5.. Experience with structured analysis and design methodologies and 
processes 
  6.. Experience adapting to proprietary tools and standards of organizations 
  7.. BA degree with 5 to 7 years related experience in a business area with 
requirements gathering and documentation 
  8.. Health insurance industry strongly preferred: General knowledge of 
healthcare business processes and systems is a plus. 
  9.. Enterprise Business Models, especially insurance, health care, and 
financial services
 

 

Nice-To-Have Experience:

Health insurance industry strongly preferred: General knowledge of healthcare 
business processes and systems is a plus.
