CTD is searching for a Program Manager and a Sybase Consultant for two 
different positions in Harrisburg, PA with the Commonwealth of PA.  Please 
see specifics below for each position and forward any candidates who meet 
the minimum qualifications. 

 

*Position 1 - Sybase Technical Consultant *

Duration - two months with great probability of extension 

*Interview - in person or webcam/go to meeting *

Summary -- Sybase technical consultant with 3-5 years' experience 
installing/upgrading Sybase IQ, Sybase Replication, Sybase ASE production 
and test systems> 

Sybase technical consultant with 3 – 5 years of experience 
installing/upgrading Sybase IQ, Sybase Replication, Sybase ASE Production 
and Test Systems including but not limited to:

•         Experience with upgrading from Sybase IQ 15.4 to Sybase 16 on AIX 
7.1 platform(in place upgrade)

•         Experience with upgrading Sybase Replication/ASE 15.0 to Sybase 
Replication/ASE 15.7 from Windows 2003 32 bit to Windows 2008 Server 64 bit 

•         AIX experience and Windows 2008 Server experience

•         Sybase Database Security Set up Experience

•         Must be an expert in Sybase IQ Advanced Security Option Software 
to Advise client of best practices with encrypting data at rest and data in 
transit for Sybase Products

•         Experience testing Sybase upgrade and installation

•         Installing Sybase Patches for the above software

•         Experience Setting up Sybase IQ and ASE monitoring

•         Experience integrating Sybase connectivity across multiple 
applications

PLEASE NOTE - LOCATION: Contractor is required to work onsite and will not 
be permitted to remote to the systems

PLEASE NOTE - HOURS:  Contractor must be available to work weekends and 
after 4:00 p.m. to complete installations and upgrades as needed

 

*Position No. 2 - Senior Program Manager - PMO*

Duration thru June of 2015 

Bill Rate is 70

Interview - in person or webcam/go to meeting 

Summary - serve as PM on various projects.

This staff augmentation request is for a Senior Program Manager to manage 
client mandated and high priority IT projects. In addition, the resource 
will serve as the project manager on various projects on client's  IT 
Portfolio as required.

 

The Senior Program Manager will work with client's existing project 
management methodology and will serve as a senior project manager on 
multiple highly-complex and high visibility projects.  Communication, 
collaboration and management at the most senior level is required.

 

Specific Duties:

 

•             Develop and maintain project control documents in accordance 
with enterprise project management methodologies, including:  project 
charters, cost plans, capacity management plans, risk management plans, 
communications plans, governance plans, schedules, change management plans, 
knowledge management plans and quality assurance plans.

•             Develop detailed project plans using project scheduling tools 
such as Open Workbench and Microsoft Project.

•             Lead all project plan development activities, including 
identification of phases, activities, tasks, deliverables, milestones, 
dependencies, schedules and assignment of resources

•             Motivate project assigned resources to complete assigned 
duties and tasks.

•             Prepare formal reports on the status and health of the IT 
projects, including periodic status reports, management dashboards and 
project metrics.

•             Monitor project quality, schedule and budget and facilitate 
actions to mitigate risk and address issues that arise.

•             Facilitate the risk and issue management processes for IT 
projects by maintaining risk and issue logs, identifying risks and issues, 
communicating issues and risks according to project governance and working 
with project team members to ensure effective risk and issue management.

•             Facilitate deliverable and project artifact approval 
processes for IT projects by tracking all deliverables and project 
artifacts that require approvals, communicating the need for approvals to 
the appropriate groups and individuals and tracking approval decisions and 
following up where need be to ensure approvals are achieved within 
allowable timeframes.

•             Manage the project change control process for issues that 
impact the quality, schedule or budget of the project by:  documenting 
change requests, securing approval for changes and documenting approved 
changes in accordance to project governance.
