*Responsibilities:*

·         Supports multiple complex Enrollment and Billing processes
including gathering information about processes and information flows,
leading the requirements elicitation and preparing future state processes.

·         Where gaps or issues are discovered in current processes,
conducts thorough root cause analysis to target solutions that will resolve
complex business/technical issues.

·         Gathers and documents both As-Is and To-Be flows (some spanning
multiple functional areas) to identify gaps and redundancies in order to
evaluate and define new business solutions.

·         Serves as a liaison between the internal business community,
various project teams and technical teams in order to aid the development
of technical solutions which meet end user needs.

·         Drives the design and review of test cases.

·         Identifies where new SOPs and training are necessary and acts as
a key resource and liaison with Training dept.



*Requirements:*

·         Solid business understanding of Enrollment and/or Billing
functions (including enrollment and billing reconciliation and automated
enrollment), preferably in the Consumer/Individual market segment.

·         Must be able to quickly learn and effectively communicate
business processes to members of the team and organization.

·         Ability to highlight and identify areas of inefficiency,
redundancy and gaps.

·         Ability to elicit and analyze various kinds of requirements into
a complete, coherent and organized document, then build consensus to
validate and finalize the requirements in the business requirements
document.

·         Ability to document complex business processes using appropriate
modeling techniques (workflow, business process, use case, activity
diagram, etc.).

·         Ability to clearly document As-Is and To-Be states of the
organization or process.

·         Ability to conduct cost/benefit analyses.

·         Excellent critical thinking skills.

·         Excellent communication, facilitation and leadership skills. Must
have written (technical) and verbal communication skills. Needs to be able
to lead discussions with all levels of stakeholders and drive to consensus.

·         Needs to be able to liaise well between business SMEs,
leadership, project, technical and training teams and work well with
different personalities and work styles and in an independent fashion.

·         Has knowledge and background of related technologies and tools
(FACETS and/or Pega knowledge preferred).

·         ACA/Healthcare Exchange experience preferred.

·         Possesses an understanding of healthcare industry and uses this
knowledge to bring solutions to business groups in order to enhance the
enterprise’s competitive edge.
