Discard repeated key presses of modifier and locks. Maps to XFree86 behaviour.
Gimp cursor no longer flickers when the user holds down a modifier.
Sawfish still doesn't close the focus cycling window when the modifier is
released. It closes only after subsequent modifier press/release.
