restrict windows to optimize in update_region3()
There is a conceptual mistake in this function, which does not allow more

two windows to be optimized. Take this into account.

Add SaWMan::IsShowingWindow().
Add SaWMan::Activate() that sends initial window/process list and enables
calls to the manager.
No more operation in ISaWManManager::Lock/Unlock().
