Fusion: Get rid of SHM skirmish in secure mode.
List of pools only changes during world setup in master and ends
before the world is activated.
Removed fusion_shm_pool_attach_unattached() completely. This was a
workaround no longer being required since the slaves, previously
being blocked at entering the arena, are already blocked at entering
world now.
