Dan is quite correct, This is a horrible dependency that will break on any highly integrated SoC (read set top box, any mobile device..) You cannot make an assumption that the framebuffer is being provided by a PCI connected device. This information needs to be localised to the hardware drivers that are specifically for PCI cards, it should not be anywhere near generic code.
