I've been confused by this as well - if I'm connected to a digital tv,
whether doing 720 or 1080, I've noticed that the graphics (in this case
using the Intel CE 3100) seem to be overscanned, even with the tv in
"letterbox" mode. If this is truly a digital display, why would there
be any need to overscan, and compensate for the overscan? I see this
with both HDMI and component connections.

Is this a TV or a monitor? TV's often apply some overscan to the signal,
some have a setting to disble this, some are able to display contents
pixel correct.
In an application you might want to implement sth to allow the user to
specify the visible rectangle and then stretch blit your UI to this
size.
