the ATI framebuffer currently doesn't support mode switching, nor scaling (for notebooks), neither tv out (at least not with the patch). I've been gritting my teeth about this for quite some time now, the 'official' maintainer of the kernel module isn't very active, doesn't seem to accept patches and not all of Andi's patches (which fix a lot on multiple platforms) where taken into the kernel (mainly because they fix bugs others don't experience - duh). you might be off best by using either atyfb and deal with what you get, or by using vesafb without hardware acceleration when your CPU is fast enough. no idea about the TV Out, though ..
