I think there was a miscommunication. To change the opacity, you must either: a) Hold down EITHER the Windows key and alt, or caps lock and alt, and move the mouse left and right, while a window is focused. Moving it left makes it more transparent; moving it right makes it more opaque. This technique is useful for people without a scroll wheel mouse.
