Hi! The way I see it, this depends only on your mainboard's bios - if you have an option to power on in response to USB/Serial events, then it may be possible... Otherwise it seems unlikely to me.
However, it should not be too hard to wire up another power button (it is after all just a switch) in parallel with the main one, and power it on that way.
