I would guess that Outlook has the file locked. You can check this by using Process Explorer (sysinternals, now MS), and doing a find for a file handle, and giving it the name of this file. If this is indeed the problem, you may need to make use of the Volume Shadow Copy feature on Windows to gain access to the locked files.
