Hi Pine, The change will be for all browsers that access the Wikipedia.org page directly on all devices. In the RfC page, I have placed images of what it would look like on both desktop and mobile. This will not affect the apps, as they have their own interface.
We have the request for comment (RfC) article on mediawiki and have asked for it to be translated and it will eventually get to the Village Pumps as well. Since this update is not changing the content of the page - just the layout - I felt that since the other portal pages are on mediawiki, that it would be an appropriate place for the RfC.
