I don't know enough about your setup, but if the DPDK
NIC is connected to a switch, LLDP packets will likely
be consumed by the switch itself and will not be forwarded.

The following command can be used to gather NIC statistics:
ovs-appctl dpctl/show -s
The counters are implemented in hardware for physical NICs so,
by monitoring the TX values, you could understand if the packets
are being sent.
