       * Removed `TVM_LLVM_VERSION` conditional blocks for includes, 
`GetTypeSizeInBits`, `FunctionCallee` usage, intrinsic creation, vector type 
creation, and `addPassesToEmitFile`.

       * Removed numerous `TVM_LLVM_VERSION` conditional blocks, simplifying 
includes, debug info handling, pass manager configuration, vector type
