The converter treats Sharding custom calls as identity when they are side-effect-free single-input/single-output metadata annotations with unchanged tensor metadata, matching TensorFlow's erasure semantics for single-device import. Reject side-effecting Sharding calls, calls with nested computations, malformed arity, metadata-changing Sharding calls, and all general custom-call targets because TFLite has no runtime kernel for STABLEHLO_CUSTOM_CALL. Add focused TFLite flatbuffer tests covering the Sharding identity path and unsupported target, side-effect, and metadata-mismatch rejection paths.
